VOOM, the technology-driven insurance company known for its pay-per-mile motorcycle insurance, has launched dedicated e-bike insurance for New Jersey riders, designed to comply with New Jersey's 2026 e-bike legislation.

What the New Jersey Law Requires

New Jersey created three categories of electric bicycles under the new law.

Low-Speed Electric Bicycle. Pedal-assist only, motor cuts off at 20 mph, no throttle. Registration is required. Insurance is not mandatory for this category.

Motorized Bicycle. This generally includes e-bikes that provide pedal assistance above 20 mph or can be propelled by throttle. Depending on their speed and configuration, these bikes require registration, a valid license, and liability insurance. For the exact classification criteria, riders should refer to the NJMVC guidance.

Electric Motorized Bicycle. Motor capable of exceeding 28 mph. High-powered e-motos and modified fast-mode bikes fall into this category and are subject to the strictest rules.

All e-bikes must be registered with the NJMVC, and riders generally need a valid driver's license or e-bike license. Liability insurance is required for motorized bicycles, while qualifying low-speed pedal-assist bicycles are exempt from the insurance requirement. First-year registration is free.

How VOOM Helps New Jersey Riders Comply

New Jersey requires motorized bicycles to carry at least $15,000 in bodily injury coverage per person, $30,000 per accident, and $5,000 in property damage coverage. The law also requires pedestrian personal injury protection coverage.

VOOM offers several liability limit options, with coverage available up to a $100,000 combined single limit per accident. Coverage protects against bodily injury and property damage arising from the use of the insured e-bike.

After purchasing coverage, riders receive a New Jersey insurance identification card that can be presented as proof of insurance when registering the e-bike with the NJMVC. The card identifies the bike by make, model, and serial number or VIN, when available.

Many homeowners and auto policies exclude or restrict liability coverage for motorized bicycles and higher-speed e-bikes used on public roads. Riders should not assume they are covered without reviewing their existing policy.

VOOM's current e-bike policy is available for eligible bicycles with motors rated below 750W. This is a VOOM eligibility requirement and is separate from New Jersey's legal classification, which is based primarily on throttle capability, pedal assistance, and maximum speed.

Have a higher-powered e-bike or e-moto? Some vehicles that are not eligible for VOOM's e-bike policy may qualify for coverage through VOOM's motorcycle insurance product, depending on the vehicle's specifications, registration, and underwriting eligibility.

About the New Jersey E-Bike Law

The law was signed on January 19, 2026, following a rise in e-bike-related incidents across the state and growing calls from municipalities for stronger oversight of higher-powered electric bikes. New Jersey replaced the previous framework with three new classifications and introduced licensing, registration, and, for most riders, a mandatory insurance requirement.

Advocacy groups have raised concerns that the law's scope extends beyond the high-powered vehicles that were at the center of recent safety incidents, and discussions are ongoing about potential amendments. Until any changes pass, the current requirements apply to all riders. The July 19, 2026 deadline is firm.
